FOOTBALL REFORM :
Summer : Transfer Fee max. (150mil.)+ Salary Maximum (100mil)

Winter :Transfer Fee max.(75mil.)+Salary Maximum (50 mil)

TOTAL: 375mil.
FC Chealsea have already toppled this even without counting the salary of the players .
So that these Clubs also stay to these rules

Fines : TOTAL OVER 5mil=2.5mil
10MIL=5.5mil

So always 50% of what you are going overboard with +0.5mil
